Public Health Act: Our Recommendations

 MBCM’s recommendations as of March 31 at 1 pm in response to the Public Health Act

We encourage each one of us to take all the necessary precautions given by the government authorities at this time.  

Here is how we would best understand the current scenario. As you are well aware, this is our best understanding at this moment.

We continue to work towards hearing directly from government authorities.

Based on our current understanding of the Order Public Health Act (section 67), we recommend the following:

  1. We ask that churches that haven’t already done so, suspend their worship services or gatherings immediately
  2. Producing online content in your church facility.
    • Our best guess is that there would be some allowance for us as churches to have a few people gather to create online content.  
    • The government of Ontario gave an exemption for this purpose, and we are hopeful that will be the case in Manitoba.  We will continue to monitor this situation as it unfolds. 
  3. We recommend that church offices observe guidelines given by the Manitoba government.

 ORDER 1

1(1) Pursuant to clause 67(2)(d) of the Act, all persons are prohibited from assembling in a public gathering of more than 10 persons at any indoor or outdoor place or premises.
This includes places of worship, social gatherings and family events such as weddings and funerals.

ORDER 3

(2) Despite subsection (1), temporary access to a closed place of business to

  • allow for inspections, maintenance and repairs to be carried out at the place of business;
  • allow for security services to be provided at the place of business;
  • attend at the place of business on a temporary basis
  • to deal with critical matters relating to the closure of the place of business if those matters cannot be addressed remotely, or
  • to access goods, materials or supplies that may be needed for the business to be operated remotely ( interpret this is to work remotely)
  • operate student residences
  • finance, pay bills and payroll
